No. Unauthenticated requests are answered on the free tier and that is not changing. A plan raises the limits; it is not a gate on access.
The account drops to the free tier at the end of the billing period and its API keys keep working under the free limits. Cancelling never deletes a key.
No. Every address is fictional. The postcode districts, post towns and counties are real so the data behaves correctly in address forms and validators, but no building exists at any address generated here.
